It is the most polite way of requesting or ordering something.
यह किसी चीज का अनुरोध करने या आदेश देने का सबसे विनम्र तरीका है।

Would you mind standing in a queue?
क्या आप कतार में खड़े होना चाहेंगे?
Would you mind closing the window? (Please close the window.)

I was hoping + you/she/he/we/they/ + could + Verb
I was hoping you could buy me that shirt.
मैं उम्मीद कर रहा था कि आप मुझे वह शर्ट खरीद सकते हैं।
I was hoping you could spare me a few minutes.
मैं उम्मीद कर रहा था कि आप मुझे कुछ मिनट दे सकते हैं।
I was hoping you could help me with cooking.

Such sentences are used to make a more direct request. It is like an order than a request.
ऐसे वाक्यों का उपयोग अधिक प्रत्यक्ष अनुरोध करने के लिए किया जाता है। यह एक अनुरोध की तुलना में एक आदेश की तरह है।
I would like you to complete your homework.
मैं चाहता हूं कि आप अपना गृहकार्य पूरा करें।
